How Can I Obtain These Add-ons?
You can obtain these add-ons a few different methods. Create them yourself with a free tool that Blizzard lets you download right off of their site, or download some number of pre-made add-ons that are made from other players. Does Blizzard Allow This?
For the most part it allows. You can't, however, give yourself an inequitable advantage in the game. Things like teleportation is a big no-no, along with getting access to information that no one else has, doing more harm, having more armor - you get my float.
